OK done, and I've disabled (for now) the tests which fail because the
prog form of the remote backend isn't implemented.  Now all testcases
pass or skip with my mingw build.

My current fix for the log file clashing issue is just to use a static
monotonic counter to give each log a unique filename, but that does
create about 117 log files for a run of the testsuite (the next run
recreates the same 117 at least).  I think that's probably acceptable
for now - it's better to put effort into launching xapian-tcpsrv in
a better way than into shoring up the current approach.  The other
easy alternative I see is to just send that output to "nul".
