Sadly, I don't think you'll get the PHP bindings into PECL at present,
since http://pecl.php.net/account-request.php says:

    PECL extensions around GPL'ed libraries will not be accepted

Longer term we'd like to relicence Xapian, but that's not likely
to happen for a couple of years.
