Well, there's no real approval needed outside of GSoC.  Pretty much
anyone can work on whatever they like in Xapian (which is pretty
typical for open source projects).  We're happy to providing mentoring
to those who want it too.

It's still good to discuss your plans first to avoid issues such as
two people working on the same feature independently, or taking an
approach which doesn't sit well with the rest of the code, or with other
planned improvements.

And note that although GSoC prohibits students from collaborating on a
project, there's no reason why you can't work together if you're not
in GSoC.

It would be, though it takes time to come up with a list of interesting
project ideas with suitable scope, so the list is likely to grow fairly
slowly.  If there's an area someone is interested in, please say as we
might be able to come up with some relevant ideas.
