Too many negatives for me to be completely sure what you're asking...

It should be packaged - without it the PHP5 bindings aren't really
usable (certainly not as documented).  It was a bug that it wasn't
being packaged in the RPMs previously.

For PHP4, it's not so important.

The location may need adjusting - there doesn't seem to be a "standard
PHP include path", so I chose what worked for Debian as the default
lacking anything better.
