Actually, no - the in-tree xapian-config has no suffix, so I've reverted
this (in r12855).

Assuming you're using the top-level bootstrap and configure, I don't
understand why you're hitting this issue.  XAPIAN_CONFIG should be
explicitly specified as the in-tree one with a full path, so whatever
happens to be installed as xapian-config on your PATH shouldn't be an
issue.
