Did you try using 1.2.23?

Releases in the 1.2.x series should be upwardly compatible, so if 1.2.23
doesn't work, something is badly wrong.

I wonder if you're interpreting something like "requires Xapian 1.2.21"
in doxygen's documentation too literally...
