Xapian 1.4.19 released

Xapian 1.4.19 can now be downloaded from:
https://xapian.org/download
It's been nearly a year since the last release, and as a consequence
this release has a much larger number of changes than a typical point
release. Sorry about the lack of regular releases in 2021 - I'll try to
keep to the more usual 2-3 month release rate for 2022.
