 We should consider upgrading to a new version of doxygen for bootstrapping
 tarballs.  1.5.9 is the latest as I write; we're using 1.5.2 currently.

 It's easier to use a newer version for all tarballs (including 1.0.x),
 though this could be changed.  We could even add it to the "in tree" tools
 which are downloaded and built automatically.

 Setting milestone:1.1.7 for now, but this could be brought forward if
 someone wants to take a look.
