 That all seems reasonable, yes. Is it worth, alongside this, being more
 explicit about where omega/tools expect UTF-8? On a quick glance I can't
 see anything in the RSTs at the moment, and it's probably worth something
 explicit that talks about how documents in different character sets work,
 and how non-ASCII filenames will be handled. (Although only the latter
 would be part of this ticket I'd think.)
