 [24c7867693cf5746eab0e1cc50546b3e1bfc8332] makes `decode_length()` decode
 an appropriate sized value, which mean the change in `net/length.cc` isn't
 needed.  It likely also solves some undetected issues with this patch on
 32-bit platforms.
