Let's not bother with this step.

The current defaults are useful for system installs only, yes? We
probably need a couple of deployment guides. It's a little annoying
having to write a config file for the moment common use, but on the
other hand there aren't any useful defaults. Sigh.

(Now if only people would stop using ~/public_html and use something
sane like ~pub/http, we'd have an obvious place to put per-user
databases and templates. But that's not going to happen any time soon
:-(
