We use Perl in most places where we need a scripting language beyond
POSIX shell - it's good not to have too many dependencies, Perl is
installed almost everywhere already, and it's also good for text
manipulation and connecting other tools together.

So Perl's a good choice, but if you aren't familiar with it, or have
a preference to something else, it's not a problem to use that instead.
