Have you checked out the Xapian code from git and got it to build?

The PHP bindings project also involves working on SWIG (which generates
a lot of the code in most of the language bindings, including PHP).
Building Xapian from git actually includes building SWIG, so once you've
built Xapian, you'll have a built git checkout of SWIG in the "swig"
subdirectory.

You should also read through the linked pages in the "Resources" section
of the PHP bindings project idea, especially the first one.
