It's hard to usefully answer such a general question.

We don't have a rigid plan for this project, but rather the idea that a
performance test suite based on real data would be very useful to have.

The project ideas vary in how much they have been already thought
through, but part of putting together any GSoC proposal should be
thinking about the missing details, and discussing your thinking with
the mentors and wider community.  We want to see how you work on things
so we can make a more informed decision about you and your proposal.
