Debian defaults to a (not entirely helpful) suexec install for
CGI. You can disable this in various ways, or you can rebuild it with
configuration that matches your setup (which is really painful). If
you don't match the suexec rules, you end up with an entry in the
suexec log but not (IIRC) a helpful message in the apache vhost error
log itself.
