It does sound a little error prone, but once you've worked out what 
needs to be done it seems fine.  Making it smoother would certainly be 
worthwhile, though.

I've committed a small fix to the HACKING file which points at the 
README in win32msvc, and updated the text in win32msvc/README to have 
two separate sections, one describing how to build from the release 
archives, and the other how to build from the SVN sources.

Let me know if it's still unclear.
